Incredible! Bishop Fellay claims he was appointed by Rome to judge and punish Society priests

It is incredible what Bishop Fellay says at minute mark 35:11:

(minute 34:36)
"We are dealed with now as being irregular, at best.  Irregular means you cannot anything and so for an example they have prohibited us from saying Mass in the churches in Rome, for the Dominican sisters who had their pilgrimage in Rome in February, they say "no  you cannot because you are irregular".  And these people say that, they are people Ecclesia Dei.

"Now, sometimes, unfortunately, also priests do silly things, and they need to be punished, and when it is very very serious, we have to make recourse to Rome, so we do.  And what does the Congregation of the Faith do?  Well, they did appoint me as the judge for this case.  So I was appointed by Rome, by the Congregation of the Faith to make judgements, canonical Church judgements on some of our priests who belong to the non-existent Society for them and so once again a beautiful contradiction indeed."

So there we have it.  Bishop Williamson and the priests expelled from the SSPX were sanctioned with powers previously and expressly granted to the Superior General, ad hoc judge, of the SSPX by the Congregation of the Doctrine of the Faith.  Now we know why the 1983 Code of Canon Law was used in the trials against the priests that oppose an agreement!

Were they all expelled by Conciliar Rome through Bishop Fellay?
